I am currently trying to create my own full mods on my own(maps,weapons,kits,ect.) but have run into a snag i cant get the map to work what program do i need and where can i download it or if somone has it can they send it to me my email is bkoae@mchsi.com

If you're talking about making a new map you'll need 3dsm and Photoshop.

If you want a mission on an existing map, you'll need Igor (game-editor). It's on the CD.

Search for some tutorials.
